Regulation 11 limits the weights which may be carried by children. Considerable discussion was devoted to this point, but it was thought better not to attempt to be too particular and precise, at all events for the present.

The Ordinance and regulations should be read in conjunc-
tion with the Report of the Commission.
18. In certain respects the recommendations of the Commission! have not been adopted.

The proposal of the Commission that employers be com- pelled to provide rest rooms, sanitary conveniences, and
first aid, has not been included in the bill because it
seemed to be rather a matter for general factory legiblation,
The subject can however be dealt with by regulation, as re-
gards children in factories, if the experience gained under
the Ordinance shows that it is desirable to do so.
20.
The Commission recommended that in building and engineer
-ing contracts a clause should be inserted regulating the
weights to be carried by children.
It is very doubtful
if this provision would be effective, because there would be
practically no sanction to ensure the carrying out of the
clause. The point has been dealt with otherwise in Regu-
lation 11.
21. The Commission recommended that no child under 13
(Chinese reckoning) should be employed in any form of casual
labour. This was not adopted because of the difficulty
of defining casual labour.
